Metaverse Reality Check (MRC)

We are entering a new paradigm shift with the emergence of the Metaverse. This has the potential to transform the way we communicate—but as other digital communications platforms have shown, it also raises risks of various nature. If the risks and opportunities are not kept in alignment, the world builders and creators will repeat the same mistakes of Web 1.0 and Web 2.0 but with more dire outcomes, at the peril of each one of us and future generations. We aim to shift that narrative and ensure that Web 3.0 is open, interoperable, safe, and prosperous for everyone, not just a few.

As we gather today with colleagues and friends from around the globe to celebrate the 73rd Human Rights we announce the establishment of the Metaverse Reality Check (MRC) - A global oversight board for and by citizens!

The MRC is the first global mechanism to advise regulators, help governing entities, support individuals and hold big technology corporations accountable for creating a metaverse that is safe for citizens and for society. We’re at the early stages of the metaverse and need proactive measures for ownership, interoperability, inclusivity, benefits, and harms before we go down a path we can’t reverse away from. It’s crucial that we have diverse voices. It’s crucial that we have your voice.

Today the MRC has started its work by bringing together experts and conducting a roundtable focused on framing the important work that will take place to keep the metaverse a safe place for all. In the coming weeks, we will appoint global, bi-partisan, multidisciplinary experts and collaborate to begin the important work to shift the trajectory of the metaverse to ensure all voices are factored into the new reality, not just those of the wealthiest and most powerful companies.

Contributor: A full-fledged MRC member that actively participates in board meetings and activities, helps to define, and execute the MRC mission by supplying time and thought leadership to further the MRC agenda. We think of you as someone who helps steer the MRC in the right direction!
Supporter: A vested MRC member that has an interest in the board’s mission and operations, wants to share specialized knowledge or a point of view, but does not wish to partake in MRC activities formally or regularly. We think of you as an important input provider and an advisor!
Patron: An important individual or entity role that financially supports the MRC to reach its goal of a safe and open metaverse for all. Individual Patrons can also be Contributors or Supporters. Vendors are welcome to apply as MRC Patrons but will not receive any special benefits in return for patronage.

The MRC does not allow any “pay to play” contributions and strictly adheres to XRSI’s transparency principles. Any individual or organization taking part in the MRC is required to uphold XRSI values:

Charter of the
Metaverse Reality Check (MRC):
A global oversight board for and by citizens

I. Board name and delegation of authority

The Board will be called the Metaverse Reality Check (MRC or The Oversight Board). It is authorized by the XRSI Board of Directors and will serve under the guidance of that governing body.

II. Mission and vision

The MRC mission is to "Build and promote metaverse safety standards to protect individuals and society, support regulators, governing entities and hold big technology corporations accountable for creating a metaverse that is safe for citizens and for society. The MRC's vision is "A safe and open Metaverse for all".

III. Purpose, the scope of work, and benefit

The MRC is a standing board created for the purpose of working with regulators, organizations, and individuals to ensure they are creating and contributing to the metaverse in a manner that ensures safety for citizens and society. The MRC will limit its activities to advising on matters that directly concern the metaverse and maintaining the safety of citizens and society. The MRC will have no legal responsibilities and is formed to give advice and recommendations to regulators, organizations, or individuals who approach the MRC for advice.

The MRC will:

● Be comprised of diverse skills and multi-disciplinary experts
Provide regulators, organizations, and individuals with objective opinions about safety stance and their respective actions regarding the metaverse
● Lean on XRSI’s work and leverage privacy and safety frameworks and standards to provide rating mechanisms to metaverse-related entities, applications, services, and experiences
● Support regulators in defining and adopting privacy and safety standards and frameworks for the metaverse
● Provide input, skills, and knowledge towards specific metaverse projects as requested by regulators, entities, or individuals
● Assess and provide assessment reports about metaverse vendor adherence to safety principles and maturity compared to other industry vendors
● Sign a conflict-of-interest disclosure and waiver statements

Specific scope of work of the MRC may include the following:

● Assess the impact of metaverse programs, projects, and events on the safety of citizens or society
● Advise regulators, organizations, and individuals on alternative development approaches to preserve human rights and promote safety within the metaverse
● Serve as a non-political advocate for metaverse safety, privacy, and human rights
● Develop annual reports and proclamations about metaverse safety including organizations promoting safety, and disclosures around organizational activities putting citizens or society at risk of harm through their product or service development and delivery

IV. Membership types and benefits

MRC members can be a tremendous influence and complement to the effectiveness of the MRC and all metaverse stakeholders as everyone works to carry out specific and complex roles. MRC membership will comprise of regulators, organizations, or individuals in the following roles:

Benefits of becoming an individual MRC member include:

● Giving back: Members can share professional expertise, insights, and experiences to develop emerging leaders in metaverse safety.
● Work with peers: Experience valuable networking opportunities.
● Engage in strategic dialogue and participate in robust discussions that will help shape a safe metaverse and assist entities on responsible contributions to the metaverse.
● Sharpen leadership skills: Participate in the MRC work and sharpen leadership skills in a supportive environment with the goal to become a leader in metaverse safety.

Benefits of becoming a regulatory or organizational MRC member include:

● Opportunities to work with peers in an industry-leading body context focused on metaverse safety tend to boost the morale of staff and consumers.
● Help shape the metaverse in meaningful ways that promote trust and will last for generations to come.
● Engage in giving back to society in a meaningful way that aligns with your own mission and goals.

V. Membership composition

The MRC will consist of at least six global citizens who are multidisciplinary experts and have a passion for helping build a safe and open Metaverse. The MRC is created for and by citizens and must reflect the diversity, concerns, and interests of society, especially those that are typically marginalized in the Webspace. Members will be self-nominated and appointed by the XRSI Board of Directors based on their willingness to uphold XRSI’s principles. MRC members will constitute a cross-section of the industry, representing geographical (country) diversity, and from disparate backgrounds and interests. Vendors will be allowed to hold a Supporter and Patron membership role and will have the opportunity to inform and provide input strictly to further the MRC mission.

Vendors may participate in the MRC as Supporters or Patrons, with the understanding that they will receive no reciprocal benefits in return for their participation.

VI. Board structure

The XRSI Board of Directors will appoint an MRC member to serve as an ex-officio MRC representative and to facilitate the work of the MRC.

VII. Procedural rules

Meetings: The MRC will meet at least monthly. Written notices of upcoming meetings will be emailed to members at least seven days before a meeting. All meetings will be held virtually.

Minutes: Minutes of each MRC meeting will be kept according to XRSI data retention and privacy policy. An electronic copy will be emailed to MRC members. The MRC may opt to make minutes available publicly.

MRC recommendations and reports will be submitted in writing to regulatory bodies, entities, or individuals that seek MRC guidance and advice. Documents will include suggested action and justification for suggestions. MRC recommendations are not legally binding. The MRC may choose not to publicly disclose its recommendations and reports, per specific contexts. However, the XRSI Board of Directors may elect to make reports and recommendations public.

Member dismissal: MRC members who are absent without reasonable cause from three successive meetings will be considered to have resigned their seat. The XRSI Board of Directors will move to fill the position.

VIII. Exclusions

Decision making
MRC members will have no power to make decisions about regulators, organizations or individuals that approach the MRC for advice. They cannot outline rules for how the regulator, organization or individuals operate, give instructions, or give directives. The MRC may only provide a report or recommendation on positions that could be taken.

Spokesperson
MRC members do not speak on behalf of the MRC nor XRSI unless explicitly stated. This includes speaking to the press or discussing confidential business matters with regulators, organizations, or individuals.
